Brief Posting Description
The Senior Health & Hygiene Specialist is responsible for leading the development, implementation, monitoring, and continuous improvement of Occupational Health and Industrial Hygiene programs across the organization. The role ensures the identification, assessment, monitoring, and control of workplace health hazards to prevent occupational illness, protect employee wellbeing, and ensure compliance with applicable legal, regulatory, and company requirements.
The incumbent serves as the organization's subject matter expert in occupational health and industrial hygiene, supporting operational excellence, regulatory compliance, workforce wellbeing, and sustainable business performance through proactive health risk management.
Detailed Description
OCCUPATIONAL HEALTH MANAGEMENT IN MINING & PROCESS PLANT
Develop, implement, and maintain the Occupational Health and Industrial Hygiene Management Program.
Develop and implement the Company's Occupational Health and Industrial Hygiene Strategy.
Establish annual occupational health objectives, targets, and monitoring programs.
Lead the occupational health component of the ISO 45001 Management System.
Ensure occupational health risks are systematically identified, assessed, controlled, and reviewed across all operations.
Review and update occupational health standards, procedures, and guidelines.
Provide specialist technical advice to management on occupational health matters.
Support the integration of occupational health risk management into operational planning and business decision-making processes.
INDUSTRIAL HYGIENE MONITORING
Develop and implement workplace exposure monitoring programs.
Conduct or coordinate monitoring of occupational exposures including:
Airborne dust and respirable particulates
Crystalline silica
Hazardous chemicals and gases
Noise
Heat stress
Whole-body and hand-arm vibration
Biological hazards
Indoor air quality
Establish exposure baselines and monitoring schedules.
Analyze industrial hygiene monitoring data and prepare technical reports.
Maintain occupational hygiene monitoring records and exposure databases.
Ensure monitoring equipment is calibrated, maintained, and fit for purpose.
HEALTH RISK ASSESSMENT
Conduct Health Risk Assessments (HRAs) across operational activities.
Evaluate employee exposure to occupational health hazards.
Assess the significance of identified health risks and exposure levels.
Recommend engineering, administrative, and personal protective controls.
Verify the effectiveness of implemented control measures through follow-up assessments.
Support operational risk assessments from an occupational health perspective.
OCCUPATIONAL HEALTH SURVEILLANCE
Develop and manage occupational health surveillance programs.
Coordinate pre-employment, periodic, return-to-work, fitness-for-duty, and exit medical examinations.
Monitor occupational disease trends and health surveillance outcomes.
Liaise with occupational health service providers, physicians, and laboratories.
Ensure confidentiality, integrity, and secure management of employee medical records.
Track and report health surveillance compliance and effectiveness.
EMPLOYEE WELLNESS AND HEALTH PROMOTION
Develop and implement employee health promotion and wellness initiatives.
Conduct awareness campaigns on occupational health hazards and preventive measures.
Promote programs related to:
Heat stress prevention
Hearing conservation
Respiratory protection
Ergonomics
Fatigue management
Healthy lifestyle practices
Support workforce wellbeing and preventative health initiatives.
REGULATORY COMPLIANCE
Ensure compliance with applicable occupational health legislation, regulations, permits, standards, and company requirements.
Maintain awareness of changes in occupational health and industrial hygiene regulations.
Coordinate occupational health regulatory inspections and compliance assessments.
Support internal and external management system audits.
Ensure timely closure of occupational health-related findings and corrective actions.
INCIDENT INVESTIGATION
Participate in investigations involving occupational illnesses, health-related incidents, and exposure exceedances.
Identify immediate, underlying, and root causes.
Recommend corrective and preventive actions.
Verify implementation and effectiveness of corrective actions.
Prepare technical investigation reports and recommendations.
CONTRACTOR HEALTH MANAGEMENT
Assess contractor compliance with occupational health requirements.
Review contractor health risk assessments and exposure monitoring programs.
Verify contractor implementation of occupational health controls.
Monitor contractor performance against company occupational health standards.
Participate in contractor prequalification and performance evaluations.
EMERGENCY PREPAREDNESS
Develop and maintain occupational health emergency response arrangements.
Identify and assess health-related emergency scenarios.
Support preparedness for chemical exposures, toxic releases, occupational illnesses, and public health emergencies.
Participate in emergency planning reviews and risk assessments.
Ensure emergency health response resources and requirements are identified and maintained.
HSE DEPARTMENT SUPPORT
Support the Senior HSE Specialist, HSE Superintendent, and HSE Director in achieving departmental objectives.
Deputize for Senior HSE personnel during periods of leave, absence, business travel, or increased workload.
Participate in HSE inspections, audits, workplace observations, investigations, and compliance assessments.
Assist in the development and review of HSE policies, procedures, standards, and management systems.
Support contractor HSE management and verification activities.
Contribute to HSE campaigns, training programs, leadership engagements, and continuous improvement initiatives.
Support HSE performance reporting and analysis.
EMERGENCY RESPONSE TEAM (ERT) SUPPORT
Maintain competency and participate as an active member of the Emergency Response Team (ERT).
Participate in emergency drills, simulations, and crisis management exercises.
Provide technical guidance on occupational health hazards during emergency incidents.
Support emergency preparedness planning for chemical releases, toxic exposures, and workplace health emergencies.
Act as Deputy ERT Coordinator or fulfill designated ERT leadership responsibilities during absences of ERT leadership personnel.
Participate in post-incident debriefings, investigations, and lessons learned reviews.
Support training and competency development for ERT personnel.
REPORTING AND PERFORMANCE MONITORING
Develop occupational health performance indicators and monitoring systems.
Prepare monthly, quarterly, and annual occupational health reports.
Analyze trends and identify opportunities for improvement.
Maintain occupational health statistics and performance dashboards.
Present occupational health performance results and recommendations to management.
LEADERSHIP AND COACHING
Provide specialist occupational health and industrial hygiene guidance across the organization.
Mentor and develop HSE and occupational health personnel.
Deliver occupational health training and competency development programs.
Promote a proactive occupational health and safety culture.
Support leadership teams in understanding and managing health-related risks.
CONTINUOUS IMPROVEMENT
Benchmark programs against industry best practices.
Recommend innovative solutions to enhance health performance.
Support implementation of digital occupational health management systems.
Participate in strategic HSE improvement projects.
KPI MANAGEMENT AND PERFORMANCE ASSURANCE
Develop and maintain Occupational Health and Industrial Hygiene KPIs aligned with corporate QHSE objectives.
Establish annual performance targets and action plans for occupational health improvement.
Monitor leading and lagging indicators and analyze performance trends.
Track exposure monitoring compliance, health surveillance compliance, exposure exceedances and closure of corrective actions.
Present KPI performance and improvement actions during management review meetings.
Develop recovery plans where occupational health performance targets are not achieved.
Benchmark occupational health performance against industry best practices.
BUSINESS CONTINUITY AND ACTING RESPONSIBILITIES
Act on behalf of designated Senior HSE personnel during approved absences.
Support continuity of critical HSE and emergency response functions.
Assist in implementing business continuity and crisis management plans.
Perform additional duties as assigned by the HSE Director within the scope of competency and professional qualifications.
Job Requirements
Education:
● Bachelor's degree in Occupational Health, Industrial Hygiene, Environmental Health, Public Health, or a related science field — required.
Certifications:
● Certified Industrial Hygienist (CIH), OHTA (Occupational Hygiene Training Association) certificates, or equivalent — desirable.
● NEBOSH IGC or NEBOSH Diploma in Occupational Health & Safety is preferable.
Experience:
● Minimum 10 years of occupational health and industrial hygiene experience.
● Minimum 5 years of experience within mining, mineral processing, heavy industry, manufacturing, oil & gas, or similar industrial environments.
● Demonstrated experience in occupational exposure monitoring and health risk management.
● Experience managing occupational health surveillance programs.
● Experience conducting occupational health investigations and compliance assessments.
Technical Skills:
● Strong knowledge of occupational hygiene monitoring techniques and equipment (dust, noise, heat stress, vibration).
● Thorough knowledge of Omani and international occupational health standards (e.g. ACGIH, OSHA, ISO 45001).
● Ability to analyze data and prepare technical reports.
● Good knowledge of computer applications, including Microsoft Office Suite.
