Brief Posting Description
The Senior HSE & Emergency Response Specialist is responsible for supporting the implementation and continual improvement of Health, Safety, Environment (HSE), Emergency Response, Fire Protection, and Environmental Management programs across mining operations, process plant facilities, workshops, warehouses, camps, and associated infrastructure.
The role provides technical expertise in occupational health and safety, process plant safety, mining safety, emergency preparedness, firefighting, rescue operations, incident investigation, contractor management, and environmental compliance. The position ensures operational activities are conducted safely and in compliance with company standards, regulatory requirements, and international best practices while maintaining emergency response readiness across all MMC operations.
Detailed Description
MINING & PROCESS PLANT HSE MANAGEMENT
Support implementation and continual improvement of the Company's HSE Management System.
Conduct HSE inspections and audits across open-pit mining operations, crushing plants, process plants, workshops, warehouses, laboratories, fuel storage facilities, and camps.
Monitor compliance with company HSE procedures, permit-to-work systems, and regulatory requirements.
Participate in Hazard Identification (HAZID), Job Safety Analysis (JSA), Task Risk Assessments (TRA), and Critical Risk Management processes.
Monitor safe operation of mining equipment, haul roads, crushers, conveyors, stackers, reclaimers, mills, screening plants, and associated facilities.
Support implementation of critical controls for mobile equipment, working at height, confined space entry, lifting operations, energy isolation (LOTO), and blasting activities.
Conduct workplace exposure assessments related to dust, chemical exposure, noise, vibration, heat stress, and occupational health hazards.
Review contractor activities and monitor contractor HSE compliance.
Support operational departments in developing safe work procedures and risk mitigation measures.
Promote a proactive safety culture through field engagement, coaching, and leadership interaction.
PROCESS SAFETY MANAGEMENT
Support process safety management activities within crushing, screening, ore handling, beneficiation, and processing facilities.
Participate in process hazard reviews and risk assessments.
Monitor implementation of process safety controls and operational safeguards.
Assist in identifying potential process safety risks associated with equipment failures, fires, explosions, chemical releases, and loss of containment events.
Participate in Management of Change (MOC) reviews.
Support emergency shutdown and business continuity planning activities.
INCIDENT INVESTIGATION & REPORTING
Lead or participate in investigations of all incidents, injuries, near misses, property damage, process safety events, environmental incidents, and dangerous occurrences.
Conduct root cause analysis and develop preventive and corrective actions.
Track and monitor action items until closure.
Prepare comprehensive investigation reports and lessons-learned communications.
Analyze trends and recommend improvement initiatives.
EMERGENCY RESPONSE & FIRE PROTECTION
Respond to emergencies including fires, medical emergencies, rescue incidents, equipment failures, chemical releases, and environmental incidents.
Perform industrial firefighting activities involving fixed plant facilities, mobile equipment, fuel storage areas, workshops, and buildings.
Conduct rescue operations including vehicle extrication, confined space rescue, rope rescue, and recovery operations.
Participate in mine rescue activities when required.
Coordinate emergency response activities during operational incidents.
Maintain readiness of emergency response facilities and resources.
Provide Emergency First Aid and CPR as required.
Support emergency evacuation and emergency communications during incidents.
EMERGENCY PREPAREDNESS
Develop, review, and update Emergency Response Plans (ERP) for mining and process plant operations.
Conduct emergency drills and simulations for:
Mine emergencies
Process plant incidents
Fire scenarios
Chemical spills
Confined space rescue
Medical emergencies
Vehicle accidents
Environmental emergencies
Evaluate drill effectiveness and implement improvement actions.
Coordinate with Civil Defence, Ambulance Services, hospitals, and other external emergency organizations.
Support emergency response training and competency management programs.
ENVIRONMENTAL MANAGEMENT
Support implementation of environmental management plans and programs.
Monitor compliance with environmental permits and regulatory requirements.
Conduct inspections of waste management facilities, fuel storage areas, chemical storage areas, and water management systems.
Monitor dust suppression, noise control, spill prevention, and pollution prevention measures.
Participate in environmental incident investigations.
Support environmental monitoring and reporting requirements.
Promote environmental awareness throughout the organization.
TRAINING & COMPETENCY DEVELOPMENT
Deliver HSE inductions for employees, contractors, and visitors.
Conduct toolbox talks, safety campaigns, and awareness programs.
Provide fire safety and emergency response training.
Facilitate risk assessment workshops and HSE training sessions.
Support competency assessments for emergency responders and operational personnel.
Mentor supervisors and employees on HSE best practices.
AUDIT, COMPLIANCE & GOVERNANCE
Participate in internal and external HSE audits.
Support certification and maintenance of ISO 45001 and ISO 14001 management systems.
Monitor compliance with company standards and legal requirements.
Support closure of audit findings and corrective actions.
Maintain HSE performance metrics and KPI reporting systems.
EQUIPMENT INSPECTION & MAINTENANCE
Inspect firefighting equipment, rescue equipment, medical response equipment, and emergency response vehicles.
Verify inspection, testing, certification, and maintenance requirements are completed.
Conduct inspections of:
Fire extinguishers
Fire hydrants
Fire hose reels
Fire pumps
Fire detection systems
Fixed extinguishing systems
Rescue equipment
SCBA equipment
Maintain inspection and testing records.
HSE KPI MANAGEMENT & PERFORMANCE IMPROVEMENT
Develop, implement, and maintain HSE and Emergency Response KPIs aligned with company objectives and operational requirements.
Monitor and analyze leading and lagging HSE performance indicators across mining, process plant, workshops, warehouses, camps, and associated facilities.
Establish KPI targets, performance baselines, and action plans in coordination with operational departments.
Prepare and present monthly, quarterly, and annual HSE performance dashboards and management reports.
Analyze HSE trends, identify performance gaps, and recommend corrective and preventive improvement initiatives.
Monitor key indicators including incident frequency, near misses, hazard reporting, critical-control compliance, audit findings, corrective-action closure, emergency drill performance, contractor HSE performance, and environmental compliance.
Track departmental and contractor HSE performance against agreed targets and provide timely escalation of significant deviations.
Support management reviews through data-driven analysis of HSE and ERT performance.
Establish leading indicators to proactively identify emerging HSE risks and opportunities for improvement.
Ensure accuracy, consistency, and timely submission of HSE KPI data and performance reports.
Drive continuous improvement initiatives based on KPI trends, incident data, audit findings, and operational risk assessments.
LEADERSHIP, COORDINATION & SUPERVISION
Provide technical leadership and guidance to HSE Officers, ERT personnel, supervisors, and contractors across mining and process plant operations.
Coordinate day-to-day HSE and Emergency Response activities to ensure consistent implementation of company standards and procedures.
Mentor, coach, and develop employees in HSE best practices, emergency preparedness, risk management, and incident prevention.
Support the development of competency frameworks, training matrices, succession planning, and professional development programs for HSE and ERT personnel.
Provide leadership during emergency situations and serve as Incident Controller or Emergency Response Team Leader when designated.
Lead HSE meetings, emergency response reviews, toolbox talks, and safety engagement sessions as required.
Coordinate cross-functional teams in the implementation of HSE initiatives, risk-reduction programs, and emergency preparedness activities.
Support operational management in setting HSE objectives, targets, and improvement plans for mining and process plant operations.
Review and provide technical input into HSE procedures, standards, emergency response plans, and safe work practices.
Monitor the effectiveness of HSE and ERT programs and recommend improvements to management.
Participate in recruitment, onboarding, competency assessments, and performance evaluations of HSE and ERT personnel when required.
Act as the delegate for the QHSE Director during assigned periods and support the implementation of strategic HSE initiatives across the organization.
DOCUMENT CONTROL & REPORTING
Maintain HSE, environmental, and emergency response records.
Prepare monthly, quarterly, and annual HSE reports.
Maintain emergency equipment certification registers.
Manage incident records and statistical reporting.
Support preparation of management review reports.
Perform other duties assigned by the QHSE Director.
Job Requirements
Education:
● Bachalor’s Degree in Health and Safety, Fire and Safety, or a related discipline — required.
Certifications:
● NEBOSH - IGC / IOSH Managing Safely is mandatory

Experience:
● Minimum 7 years of HSE and Emergency Response experience in mining, mineral processing, metals, cement, heavy industry, or oil & gas sectors.
● Minimum 3 years in open-pit mining and/or mineral processing operations.
● Experience in emergency response planning and firefighting operations.
● Experience conducting incident investigations and risk assessments.
Technical Skills:
● Knowledge of mining safety management systems.
● Knowledge of mineral processing plant operations and associated hazards.
● Understanding of process safety principles.
● Strong understanding of risk management methodologies.
● Knowledge of emergency response and incident command systems.
● Familiarity with blasting safety and mine traffic management requirements.
● Knowledge of occupational health and environmental compliance requirements.
● Proficiency in Microsoft Office and HSE reporting software.
