Purpose
Manage and coordinate day-to-day site construction, fit-out, testing, commissioning, and handover activities for OMRAN projects in different locations. Ensure works are executed in accordance with approved drawings, specifications, quality standards, project schedules, contractual obligations, and applicable statutory regulations while maintaining effective coordination with consultants, contractors, authorities, and stakeholders.
Responsibilities
Project Execution & Site Supervision
Supervise and monitor all construction, restoration, fit-out, testing, and commissioning activities on site.
Ensure works are executed in accordance with approved drawings, specifications, method statements, and contract requirements.
Review drawings, specifications, BOQs, and technical documents and identify discrepancies or constructability issues.
Monitor contractor performance, progress, resource deployment, and productivity.
Coordinate daily site activities among contractors, consultants, suppliers, and stakeholders.
Assist in resolving technical, construction, and coordination issues arising during project execution.
Participate in site inspections, testing, commissioning activities, and final handover processes.
Maintain site records, inspection reports, progress photographs, and daily site logs.
Planning & Progress Monitoring
Monitor construction schedules and identify potential delays and risks.
Assist in the preparation of recovery plans and mitigation measures where required. Track progress against approved project milestones and report variances.
Support project reporting by providing accurate progress updates and site status information.
Quality Management
Ensure all works comply with approved quality standards and project specifications.
Operational
Read specifications and drawings and Bill of Quantities.
Monitor construction programs.
Monitor procedures in relation to the assigned packages.
Oversee the work being carried out by contractors and consultants on regular basis to assess timeliness and quality of work.
Confer with consultants, contractors, and construction professionals to discuss and resolve matters such as work procedures, complaints, and construction is-sues.
Monitor construction, fit out and related works.
Inspect and monitor construction sites to ensure adherence to safety standards, building codes, and specifications.
Maintain daily logs and supplement inspection records with photographs.
Work with Engineers to certify invoices at various stages of completion of work as per authority levels assigned.
Monitor Productivity of laborers hired by contractors (man hours spent).
Health, Safety & Environment
Ensure compliance with project HSE plans, procedures, and statutory require-ments.
Conduct regular site inspections to verify safe work practices.
Report and follow up on safety observations, incidents, and corrective actions.
Promote a strong health, safety, and environmental culture across the project site.
Contract Administration Support
Review progress measurements and support verification of contractor claims and invoices.
Assist in monitoring variation works and recording site instructions.
Support consultants and project management teams in evaluating project deliv-erables and contractual compliance.
Monitor inspections, testing activities, and snagging processes.
Coordinate with consultants and contractors to close quality observa-tions and defects in a timely manner.
Support implementation of project quality assurance and quality control requirements.
Group
OMRAN being a Group/ Holding level government-owned company, it is expected from all its staff members to provide services within the do-main of their Job Description to OMRAN, its subsidiary companies, and its other assets, whenever required and requested by their Line Manag-ers in accordance to the company’s needs and as seen appropriate by the senior management of OMRAN.
Stakeholder Coordination
Liaise with local authorities, consultants, contractors, and utility providers as re-quired.
Attend project meetings and provide technical input and site updates.
Coordinate approvals, inspections, and permits necessary for project execution.
Related Assignments
Perform any other duties related to project delivery as assigned by the Line Manager.

As per related OMRAN policies and procedures manuals.
Education & Experience
Bachelor’s degree in civil engineering, Architectural Engineering, Construction Engineering, or equivalent.
Minimum of 4 years of relevant construction and project experience.
Experience in hospitality, high-end buildings, or mixed-use developments is preferred.
Experience in site supervision, contractor management, testing and commis-sioning activities.
