ROLE OBJECTIVE
Manager, Tech PM Delivery leads the Project Management Office within the Cloud Centre of Excellence, ensuring disciplined, consistent, and high-quality delivery of cloud transformation, platform, and technology initiatives from initiation through closure.
The role governs project delivery standards, methodologies, budgets, milestones, and risk management, ensuring alignment with CCoE architecture standards and a smooth transition from build to operate.
The Manager establishes and runs the PMO operating model, builds project management capability across the organisation, and ensures projects deliver intended business and technology outcomes on time and within budget.

RESPONSIBILITIES
PMO Governance and Operating Model
• Establish, operate, and continuously improve the Tech PM Delivery (PMO) operating model
• Define and enforce project governance standards, controls, and decision frameworks
• Ensure consistent application of project management methodologies across all CCoE initiatives
• Define project success criteria, stage gates, and approval checkpoints
• Ensure alignment of project delivery with CCoE standards, architecture principles, and delivery policies
Project and Program Delivery Oversight
• Oversee end-to-end delivery of cloud transformation, platform, and technology projects from initiation to closure
• Ensure projects are scoped correctly with clear objectives, deliverables, timelines, and dependencies
• Review project plans, schedules, risk registers, and delivery milestones
• Identify delivery risks early and drive mitigation and resolution actions
• Ensure projects transition cleanly from build to operate with Tech Ops and Managed Services teams
Stakeholder and Executive Management
• Hold regular project and program reviews with internal stakeholders and delivery teams
• Communicate project status, risks, dependencies, and outcomes to senior management
• Manage stakeholder expectations across CCoE, Service Delivery, and external partners
• Drive stakeholder satisfaction through transparency, predictability, and delivery quality
• Support CSAT measurement and improvement actions related to project delivery
Financial, Budget and Resource Management
• Establish and monitor project budgets, cost control plans, and financial reporting
• Track budget variances and support corrective actions where required
• Support budget planning and forecasting for technology programs and initiatives
• Ensure effective resource planning and utilisation across project portfolios
Methodologies, Tools and Best Practices
• Define and standardise project management methodologies, tools, and templates
• Champion Agile, Scrum, Kanban, PRINCE2, Lean, and hybrid delivery approaches where appropriate
• Establish best practices for planning, estimation, reporting, risk management, and delivery control
• Drive continuous improvement of PMO processes based on lessons learned and industry standards
PM Capability Development and CCoE Enablement
• Build and nurture a Project Management Centre of Excellence within CCoE
• Define competency standards, certification requirements, and capability frameworks for project managers
• Coach, mentor, and guide project management staff to improve delivery maturity
• Promote knowledge sharing, reusable assets, and best practices across projects
Build-to-Operate Transition Management
• Coordinate closely with Tech Ops and Managed Services teams to ensure smooth transition of delivered solutions
• Ensure operational readiness, documentation, handover, and acceptance criteria are met
• Validate that support, monitoring, and operational ownership are clearly defined before project closure
Reporting and Performance Management
• Define and monitor PMO KPIs including on-time delivery, budget adherence, risk resolution, and stakeholder satisfaction
• Prepare consolidated PMO dashboards and executive reports
• Track portfolio-level performance and identify systemic improvement opportunities

ROLE SPECIFICATIONS
Qualification
• Bachelor’s degree in Computer Science, Information Systems, or Information Technology
Certification
• PMP mandatory
• Agile / Scrum / PRINCE2 certifications desirable
• Cloud certifications (AWS, Azure, GCP) desirable
Experience
• Minimum 10 years of experience delivering medium to large technology projects
• Proven experience running PMO or portfolio-level governance in IT or cloud environments
• Experience delivering cloud transformation or platform initiatives preferred
