Job purpose

To lead the energy performance including the development, implementation and maintenance of the Energy Management System (EnMS), including the continual enhancement of OQEP’s energy management framework, ensuring that energy performance data and initiatives across OQEP-operated assets are systematically captured, evaluated, and reported to management. The role is responsible for energy performance and decarbonization delivery including energy reviews, optimization, business cases feasibility and measurable energy cost savings. The position serves as focal point for the Energy Management Team (EnMT) as cross function under technical services and acts as the EnMS Management Representative, driving continuous improvement in energy performance across OQEP assets while supporting the company’s broader objectives in asset performance, operational efficiency, and decarbonization.

The position shall perform its duties in alignment with OQEP’s Mission, Vision, Values, and Strategies, as well as applicable policies, procedures, and international standards, supported by digital technology platforms, QHSE and Energy Management System requirements, Omani government regulations and other legal obligations, and recognized international best practices that support national priorities and objectives.

Main tasks and responsibilities

Lead the deployment and effective operation of OQEP’s EnMS across all operated assets.
Develop, review, and continuously enhance the EnMS manual, procedures, and supporting documentation in compliance with OQEP’s document control requirements and applicable international standards.
Conduct and coordinate periodic energy reviews across operated assets to identify Significant Energy Uses (SEUs), performance gaps, and opportunities for energy performance enhancement.
Organize and facilitate EnMT meetings, including preparation of agendas, recording meeting minutes, and monitoring action item completion.
Develop and maintain the Energy Data Collection Plan, ensuring accurate, consistent, and timely submission of energy data by relevant operational personnel across all assets.
Establish, maintain, and monitor Energy Performance Indicators (EnPIs) and baselines, tracking progress against approved energy objectives and targets including benefits realization.
Monitor and provide technical support for energy-related initiatives, ensuring effective follow-up with asset owners on implementation progress and reporting.
Serve as the primary interface between the Technical Services (Reliability Team) function and key stakeholders, including Sustainability, Operation, and discipline engineers on all energy management matters.
Lead the identification, assessment, and implementation of energy performance improvement opportunities across assets and monitor and report on their effectiveness.
Coordinate multidisciplinary teams to deliver energy efficiency, decarbonization, and optimization projects within approved scope, budget, and schedule.
Promote awareness of OQEP’s Energy Policy and the value of improved energy performance throughout the organization, including the delivery of EnMS awareness programs and internal auditor training.
Plan, manage, and implement the EnMS audit program, including audit scheduling, auditor coordination, reporting of findings, and timely closure of corrective actions.
Identify, evaluate, and implement innovative technologies and industry best practices that enhance energy performance and support OQEP’s asset performance and sustainability strategies.
Lead and manage digitalization initiatives related to EnMS.
Provide mentoring and coaching to trainees and entry-level engineers in EnMS practices and requirements.
Liaise with the energy certification body on all matters related to certification, surveillance audits, and the ongoing maintenance of certification status.
Prepare and present EnMS Management Reviews and annual energy performance reports.
Lead and manage energy-related projects from concept development through execution, including feasibility assessments, business case preparation, budgeting, and performance monitoring.
Carry out any other related duties assigned by the line manager in support of business priorities and performance objectives.

Key interactions
Internal: Technical Service, HSSE, Asset and Operations, Discipline Engineers, Asset performance team members, Sustainability Team members.External: Certification Body, External Energy Auditors and Consultants, ESG Rating Agencies and Disclosure Platforms, Regulatory Bodies as required.

Notable Working Conditions. Primarily office-based in Muscat with regular field visits to OQEP operational assets. Moderate to intensive computer screen use. Some travel required for audits, certification activities, and stakeholder engagement.

Education requirements

Bachelor's degree in Mechanical, Electrical, Process/Chemical, or Energy Engineering or equivalent (required). Postgraduate qualification in Energy Management (preferred).

Language requirements

Excellent knowledge of written, read, and spoken English (required), Arabic - Native (desirable)

Background and experience

Competencies and skills

Minimum of 8 years of relevant experience in Mechanical, Electrical or Process engineering or energy management, preferably within the oil and gas industry or upstream E&P operations.
Proven experience in the implementation and management of an ISO 50001-compliant Energy Management System (EnMS), including conducting energy reviews, identifying Significant Energy Uses (SEUs), and managing Energy Performance Indicators (EnPIs).
ISO Lead Auditor or Internal Auditor certification is mandatory.
Certified Energy Manager (CEM) certification is desirable.
Technical experience in asset performance management, including electrical and/or process systems.
Demonstrated experience working with multidisciplinary teams in operational asset environments, with a strong ability to influence and drive outcomes without direct reporting authority.

Technical & Functional Skills

Strong understanding of asset performance management principles and familiarity with oil and gas production and processing facilities.
Proficient in energy data analysis, performance monitoring, and the development and management of Energy Performance Indicators (EnPIs) and baselines.
Knowledge of document control processes, management system documentation, and liaison with certification bodies.
Good knowledge of energy efficiency technologies, optimization methodologies, and recognized industry best practices.
